        To use SSRS with express one need to install SQL Server 2008 with download for  "Database 
        with Advanced Services"

        For SQL Server 2008 R2  Download

        For SQl Server 2008 without R2

Why still their a reason to download without R2 version?
Because the report server where you publish your reports may problem with older schema you upload..

Fixing the ACL and Authentication issues :-

Rest,  most of the issue can be fixed by following the steps below..
Back Up your Config  at:-

C:\Program Files\Microsoft SQL Server\MSRS10.SQLEXPRESS\Reporting Services\ReportServer\rsreportserver.config

and try replacing the authentication section with the below..
" Authentication

      EnableAuthPersistence true EnableAuthPersistence

Assign  proper rights to underlying folder for reportserver and reportmanager  folder which are loacted at
C:\Program Files\Microsoft SQL Server\MSRS10.SQLEXPRESS\Reporting Services\\

In some cases you may need to create your virtual directories and host your report server and manager from their..
